Născut în Haarlem, Olanda, Philips Wouwerman a fost fiul lui Pouwels Joostsz Wouwerman, un alt pictor, deși mai puțin cunoscut decât fiul său. Detaliile referitoare la formarea sa artistică timpurie sunt destul de rare. Totuși, se crede că a studiat sub îndrumarea lui Frans Hals (1581/85–1666), un portretist eminent din Haarlem.
